From 2001 to 2020, he worked as a labor policy specialist at the University of California, Berkeley’s Center for Labor Research and Education.

Steven concentrated on leadership development and Black worker issues while there. He also published several reports on Black workers and job quality, as well as established a Black union leadership school.

Steven also co-founded the National Black Worker Center, a nationwide network of Black worker centers.

Prior to joining the Labor Center, he taught economics at Houston Community College for 15 years. He previously spent eight years working in a machine shop in Houston called Hughes Tool Company.

Steven was active in the United Steelworkers of America local while there, working to build a stronger and more democratic union.
